These sets are all part of the same system. There appears to be at least three sets of 'Mehaniskais Konstruktors Skolens' (1, 2 & 3). There then appears to be two electrical sets - 'Elektromehaniskais Konstruktors' allowing electrical models to be built and 'Elektriskais Konstruktors' for electrical experiments. Many of the mechanical parts are similar to 1960s Meccano, although they are only 12.5mm hole spacing. It was made in Riga in Latvia in the 1980s.
Note that Mekhanicheski? Konstruktor Shkol'nik', is purely the Russian equivalent in the western alphabet of the Latvian 'Mehaniskais Konstruktors Skolens'.
